Senior Innovation Consultant

We are looking for a Senior Innovation Consultant to strengthen our team in Oslo.

You will combine deep knowledge of Horizon Europe and European R&D funding with strategic advisory, proposal development and client relationship management. Working with Norwegian and international organisations, you will help clients identify opportunities, shape strong project concepts, build collaborative consortia and develop competitive European funding proposals.

We are looking for someone who understands both the European funding landscape and the Norwegian research and innovation ecosystem, and who enjoys working directly with clients and partners.

• Lead the development and writing of Horizon Europe proposals, from opportunity identification and project concept development through submission.
• Advise clients on European R&D funding strategies, identifying the programmes and calls best aligned with their innovation ambitions.
• Develop and coordinate international consortia, bringing together companies, universities, research institutes and other innovation partners.
• Manage complex proposal processes, workshops and stakeholder interactions while ensuring high-quality deliverables and deadlines.

• Build trusted, long-term relationships with clients and act as a strategic advisor on their R&D and innovation activities.
• Contribute to business development in Norway, identifying opportunities and developing relationships across the Norwegian innovation ecosystem.
• Support funded projects where relevant, helping clients navigate European project requirements and implementation.
• Mentor junior colleagues and contribute to the development of PNO Innovation’s European funding expertise.

• At least 5 years of relevant experience with Horizon Europe and/or previous EU Framework Programmes, with hands-on involvement in proposal development, coordination or management.
• A demonstrated track record of developing or contributing substantially to successful European R&D funding proposals.
• Experience working with companies, universities, research institutes, SMEs, scale-ups, innovation consultancies or similar organisations.
• Strong understanding of international collaborative R&D projects and consortium development.

• Excellent stakeholder-management skills and confidence working directly with clients, researchers, technical experts and senior decision-makers.
• Good understanding of the Norwegian research and innovation ecosystem and ideally an established professional network in Norway.
• Excellent written and spoken English; Norwegian language skills are highly valued.
• A proactive and commercial mindset, with the ability to manage multiple projects independently and contribute to business development and team growth.

• Take a senior and visible role in strengthening PNO Innovation’s Horizon Europe activities in Norway.
• Work directly with leading Norwegian companies, research organisations and innovators on ambitious European R&D projects.
• Combine Horizon Europe expertise with strategic advisory, proposal development, consortium building and client relationship management.
• Work across sectors including energy, climate, sustainability, digital, AI, health, life sciences, mobility, manufacturing and deep tech.
